…….A New Era of Evidence-Based Grassroots Accountability Begins in Ogun State

Abeokuta, Ogun State – August 5, 2026

GlobalReporters.Ng, the premiere online news platform and publication arm of The Review Global Media Consult, has formally unveiled the Maiden 2026 Gateway Grassroots Governance and Development Ranking (GGGDR) and the accompanying Gateway Grassroots Governance and Development Awards (GGGDA) in Abeokuta, the Ogun State capital, marking a historic milestone in grassroots governance assessment and public accountability in Nigeria.

         The Data Chart

The unveiling ceremony was conducted by the Publisher and Editor-in-Chief, Dr. Dozie Nwankodu, alongside the leadership and Editorial Board of Global Reporters, in the presence of representatives of the media, civil society organisations, academia, public policy experts, development advocates, and other stakeholders committed to transparency and democratic governance.

The event attracted a broad spectrum of participants, including journalists from print, broadcast, and digital media organisations; civil society actors working on governance and accountability; scholars and researchers from tertiary institutions; community leaders; and policy observers from across Ogun State.

A Historic Accountability Initiative

In his keynote address, Dr. Dozie Nwankodu described the GGGDR as “a landmark accountability framework designed to deepen democratic governance at the local government level and provide citizens with credible, evidence-based information on how their councils are performing.”

He stated that for decades, local government administration in Nigeria has remained the least scrutinised tier of government despite being the closest to the people and the most critical to grassroots development.

        The Performance Summary Table

“The GGGDR is not a political project; it is a public-interest governance instrument. Our goal is to institutionalise a culture where local government performance is measured objectively, documented transparently, debated constructively, and rewarded fairly,” Dr. Nwankodu said.

He explained that the initiative is rooted in the constitutional role of the media as the Fourth Estate, and seeks to bridge the long-standing oversight gap in grassroots governance.

The GGGDR: From Data to Democratic Accountability

The Gateway Grassroots Governance and Development Ranking (GGGDR) is an independent, data-driven assessment covering all 20 Local Government Areas of Ogun State. The ranking evaluates governance performance using internationally recognised indicators consistent with global principles of transparency, accountability, inclusive development, fiscal responsibility, and sustainable public administration.

Each LGA was assessed across five strategic governance pillars, with a maximum score of 20 points per pillar, producing a composite Governance Performance Index of 100 points.

The Five Governance Pillars:

1. Financial Management and Internally Generated Revenue (IGR) Transparency

2. Primary Infrastructure and Service Delivery

3. Public Engagement and Inclusivity

4. Social Welfare and Human Capital Development

5. Security, Public Order and Environmental Sanitation

According to the Editorial Board, the methodology incorporated documentary review, field verification of projects, citizen perception surveys, institutional assessment, and independent editorial scrutiny.

Independent Validation and Multi-Stakeholder Review

The organisers disclosed that before the final rankings were approved, the assessment underwent a rigorous review process involving:

>- A 7-member Editorial Board of Global Reporters;

>- A 9-member leadership delegation of other  media organisations;

>- Three representatives of civil society organisations; and

>- Three representatives from academia.

This produced a 22-member Evaluation Committee, established to ensure non-partisanship, methodological integrity, and professional credibility.

Statewide Performance Summary

Presenting the official report, the Editorial Board announced the following statewide performance distribution:

>- Exceptional Performance (85–100%) – 6 LGAs

>- Strong Performance (65–84%) – 9 LGAs

>- Average Performance (45–64%) – 5 LGAs

>- Poor Performance (25–44%) – 0 LGAs

>- Non-Performance (0–24%) – 0 LGAs

The report noted that while governance structures exist across all LGAs, there are significant variations in effectiveness, transparency, infrastructure delivery, citizen engagement, and social investment.

Official Top-Ranked LGAs (Exceptional Performance)

The six LGAs that attained Exceptional Performance (EP) status were announced as:

1. Odeda – 88.93%

2. Ifo – 88.05%

3. Abeokuta South – 87.96%

4. Ado-Odo/Ota – 86.31%

5. Shagamu – 85.59%

6. Abeokuta North – 85.31%

These councils were described as the “Gold Standard Tier” of grassroots governance in Ogun State due to their balanced performance across fiscal management, infrastructure delivery, citizen participation, social development, and environmental management.

Strong Performance LGAs

The following nine LGAs were classified under Strong Performance (SP):

>- Ewekoro

>- Ikenne

>- Yewa South

>- Remo North

>- Ijebu Ode

>- Yewa North

>- Ijebu North

>- Odogbolu

>- Ijebu East

The report described these councils as having substantial governance capacity but facing structural challenges requiring targeted reforms.

Average Performance LGAs

The five LGAs placed in the Average Performance (AP) category were:

>- Ijebu North East

>- Imeko-Afon

>- Ipokia

>- Ogun Waterside

>- Obafemi Owode

The organisers emphasised that this classification should be viewed as an opportunity for institutional improvement rather than a condemnation.

*Why the Awards Matter*

The Gateway Grassroots Governance and Development Awards (GGGDA) were introduced as the institutional recognition component of the ranking system.

Dr. Nwankodu stressed that the awards are earned, not purchased, and are granted solely on the basis of verified governance performance as established by the GGGDR.

“The GGGDA is not a ceremonial decoration. It is a public accountability recognition anchored on evidence. Every award to be presented to each of the Six Top Ranking (Exceptional Performance) LGAs is backed by data, field verification, and independent review,” he declared.

Major Findings Across the Five Pillars

The report identified three recurring characteristics among the highest-performing LGAs:

° Strong fiscal discipline and transparency;

° Sustained investment in infrastructure and public services; and

° Balanced attention to all governance pillars.

Conversely, lower-performing LGAs generally exhibited weaker institutional capacity, lower revenue mobilisation, slower infrastructure development, limited citizen engagement, and reduced investment in human capital programmes.

Reactions from Civil Society and Academia

Representatives of civil society organisations at the event commended GlobalReporters.Ng for creating a credible accountability benchmark capable of stimulating healthy competition among local governments.

Academic participants described the initiative as a valuable governance research tool that can support policy analysis, development planning, and evidence-based public administration.

Media stakeholders also praised the transparency of the methodology and called for the annual publication of the ranking to strengthen democratic oversight at the grassroots level.

Commitment to Annual Publication

The organisers announced that the GGGDR and GGGDA will become annual institutional instruments, with subsequent editions continuously covering all 20 LGAs and incorporating continuous monitoring throughout each assessment cycle.

The organisers stated that future editions will deepen data collection, expand citizen participation, and strengthen collaboration with governance experts, development institutions, civil society organisations, and academic researchers.

Call to Local Government Leadership

The Publisher urged all local government chairmen in Ogun State to regard the report as a constructive governance mirror, and to adopt best practices from higher-performing councils.

The Report specifically recommended:

– Digitisation of revenue collection systems;

– Public disclosure of financial statements;

– Participatory budgeting mechanisms;

– Increased investment in healthcare and education;

– Strengthened youth and women empowerment programmes; and

– Enhanced environmental sanitation and community security collaboration.

A New Benchmark for Grassroots Governance

The unveiling concluded with the formal presentation of the GGGDR 2026 Report and the media, promising  the recognition of outstanding LGAs under the GGGDA framework, in the coming days.

Dr. Nwankodu reiterated that the initiative is intended to create a persistent culture of accountability, transparency, and performance competition across Ogun State.

“When local governments know that citizens are watching, data are being collected, projects are being verified, and performance will be publicly ranked, governance improves. The ultimate beneficiaries of this initiative are the people of Ogun State,” he said.

The ceremony ended with a renewed commitment by GlobalReporters.Ng, the Media Centre for Public Accountability and Transparency Advocacy (MCPATA), civil society partners, and members of academia to continue promoting evidence-based governance and democratic accountability at the grassroots level.
